The Supreme Court (SC) has reset to June 25 its deliberation on two petitions which challenged Metro Manila Development Authority’s (MMDA) regulation that will ban provincial buses from plying along Epifanio delos Santos Avenue (EDSA), a traffic-clogged main thoroughfare.
While the two cases were included in last Tuesday’s full court agenda, the SC decided to defer the deliberation for further study.
Both petitions pleaded the SC for the issuance of a temporary restraining order that would stop immediately the enforcement of MMDA Regulation No. 19-002, a measure aimed at easing traffic along EDSA and, eventually, in Metro Manila. In its petition, AKO Bicol alleged that the issuance of the regulation would be tantamount to an exercise of police power. which the MMDA and the Metro Manila Council do not possess.
It pointed out that provincial buses were not the main cause of traffic congestion along EDSA but city buses and private motor vehicles.
