The Independent Investigative Panel on Alleged Corruption, Abuse of Power, Torture, and Other Inhumane Treatment by the Nigerian Correctional Service has directed a nationwide mapping of juvenile correctional facilities and ordered a comprehensive status report to the National Assembly.

The Independent Investigative Panel on Alleged Corruption, Abuse of Power, Torture, and Other Inhumane Treatment by the Nigeria n Correctional Service (NCoS) has issued a nationwide mandate to map all juvenile correctional facilities . This directive came during the panel's third public hearing in Abuja, where Dr. Uju Agomoh, the panel's Secretary, addressed key issues concerning the treatment of individuals held in NCoS custody.

Agomoh highlighted that the hearing focused on several important matters: the treatment of 'illegal persons' within NCoS facilities, challenges faced by the service in implementing the NCoS Act of 2019 and standing orders, particularly Section 35 (1) and (3), Section 13 (3b) and (4), and related provisions concerning the treatment of children.Agomoh emphasized the panel's clear instructions for a detailed status report encompassing all custodial facilities nationwide, including 'Borstal facilities' managed by the NCoS. Specific attention was directed to a facility in Ilorin, requiring a determination of its classification as a hostel or halfway home. The panel also stressed the importance of ensuring consistent classification standards for women's facilities. Furthermore, Agomoh stated that the panel ordered immediate action to address water and sanitation issues within affected centers. The panel's examination also extended to the welfare of young girls in detention, scrutinizing the NCoS's relationship with state agencies responsible for providing such facilities. Agomoh revealed that the panel recommended strategies to enhance collaboration, particularly considering that the service now falls under the Concurrent Legislative List. The panel directed the NCoS to map all states, identifying the locations of facilities for young offenders, and promptly submit this information to Parliament. The session also delved into the informal sector, emphasizing the need for proper oversight of facilities not governed by the Community Council and ensuring the effective implementation of correctional measures in those locations. Agomoh commended the NCoS's data management practices, noting that progress in this area is supported by the Rule of Law and Anti-Corruption Programme under the International Convention on the Rights of Persons with Disabilities. This includes providing data equipment and logistical support to Parliament
