Nigeria Launches $1.07 Billion HOPE Programmes to Transform Healthcare and Human Capital

The Nigerian federal government has unveiled a $1.07 billion investment package comprising the HOPE GOV, HOPE PHC, NG CARES AF, and SOLID programmes. These initiatives aim to strengthen primary healthcare, improve governance, boost education, accelerate poverty reduction, and enhance community resilience as part of the national economic recovery plan. Significant progress under the Nigeria Health Sector Renewal Investment Initiative includes revitalizing thousands of primary healthcare centers and expanding maternal and newborn care services.

The federal government has launched a suite of development programmes valued at over $1.07 billion to strengthen primary healthcare, improve governance and education, and accelerate poverty reduction as part of its economic recovery agenda.

The initiatives include the Human Capital Opportunities for Prosperity and Equity Governance (HOPE GOV) programme, backed by $500 million, and the Primary Healthcare Provision Strengthening Programme (HOPE PHC), financed with $570 million. Additionally, the Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG CARES AF) was launched, which is part of the broader HOPE programme encompassing HOPE GOV, HOPE PHC, and HOPE EDU. The Solutions for Internally Displaced Persons and Host Communities (SOLID) programme was also introduced.

President Bola Tinubu, represented by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, emphasized that these programmes are integral to a coordinated strategy aimed at bolstering human capital development, enhancing public service delivery, and building resilience in communities nationwide. He noted improvements in key economic indicators such as GDP growth, foreign reserves, and inflation, and highlighted that approximately 15 million vulnerable households have already benefited from the expanded social transfer programme.

The HOPE GOV programme will focus on improving governance by strengthening budget planning and supporting the recruitment of teachers and healthcare workers, especially in underserved areas. The HOPE PHC programme will enhance service delivery at primary healthcare facilities through the Basic Health Care Provision Fund (BHCPF). The Coordinating Minister of Health and Social Welfare, Muhammad Pate, stated that the programmes will support the implementation of the Nigeria Health Sector Renewal Investment Initiative (NHSRII), the government's flagship health sector reform agenda.

This initiative is structured around four pillars: strengthening governance and accountability, improving equitable access to quality healthcare, developing the healthcare value chain, and enhancing health security and resilience. Minister Pate reported significant progress under these reforms, including the revitalization of 3,026 primary healthcare centers across the country and the supply of maternal and newborn care equipment to 231 secondary hospitals.

From October 2024 to March 2026, 43,417 women and newborns were transported via rural emergency and maternal transport services, and 42,970 comprehensive emergency obstetric and newborn care services were provided. He underscored that these reforms are increasing healthcare service utilization, with more women choosing facility-based deliveries, greater adoption of modern family planning, and higher vaccination rates among children.

The World Bank Country Director for Nigeria, Matthew Verghis, commended the collaborative effort among federal, state, and local governments, development partners, civil society organizations, and the private sector in expanding access to quality healthcare. He noted that the HOPE PHC programme and its supporting investments present a vital opportunity to improve health outcomes for mothers, children, and vulnerable populations while strengthening accountability in the health sector
