Kaduna Governor Enacts Trio of Reform Laws on Energy, Agriculture and Climate Change

Governor Uba Sani has signed into law three landmark bills designed to revolutionize Kaduna State's electricity sector, agricultural financing, and climate change governance, with the goal of attracting investment, improving food security, and building resilience.

Governor Uba Sani of Kaduna State has enacted three major laws targeting energy, agriculture, and climate resilience, marking a sweeping governance reform. The Kaduna Electricity Law 2026 establishes a state electricity regulatory commission and aims to boost private investment and renewable energy development.

The Kaduna State Agricultural Development Fund (KADfund) Law 2025 creates a financing mechanism to support farmers and agribusinesses through grants, soft loans, and infrastructure investments, enhancing food security. The Kaduna State Climate Change Advisory Board Law 2026 sets up a board to integrate climate action into development planning and attract climate finance. Government officials described the package as transformative, expecting it to spur sustainable economic growth, strengthen institutions, and improve livelihoods.

The reforms align with Governor Sani's vision for a prosperous, competitive state and aim to position Kaduna as a leader in subnational governance and sustainable development in Nigeria
