The time has come to give Clevelanders direct control over at least a sliver of the city's tax revenue -- to direct it toward the public good, rather than toward spending on stadiums that benefit the wealthy, writes columnist Justice B. Hill. Voting yes on Issue 38 would give citizens that opportunity.

Should Issue 38 pass, they’ll be able to participate directly in how 2% of the city’s budget is used. I wouldn’t necessarily agree that stadiums for pro franchises just benefit the rich. Communities that have successful teams benefit in terms of image, and I know a handful of cities that would welcome the Browns, Guardians or Cavaliers into their markets.is one of the poorest cities in the United States, and it has long leaned into protecting its image without ensuring the poorest people who live here get their say in how tax money is spent.
As the Issue 38 campaign puts it: “It’s time we put streets over stadiums.” I echo that sloganeering.
