The last six months have shown that it is far easier for a government to instill fear in a population than to take fear away, even when it becomes essential to do so. Many criticised the Government for being too slow to lock down. I always thought lockdown was wrong, but concede that, without adequate testing and tracing capabilities, it was perhaps necessary to shock people into adjusting their behaviour. Today, testing and tracing is still inadequate, and the country is far from open.
