The Liberal MP representing Hull-Aylmer sat down with reporter Catherine Morrison to talk about becoming the first Black Speaker of the House, improving decorum, and where to find the best bagels in Montreal.
You mentioned improving decorum, and you mentioned that in your speech to Parliament, so we know that will be a big focus. I have 37 fabulous predecessors. In the modern era of the House of Commons, the most knowledgeable Speaker was probably Peter Milliken. And it’s true. It is hard to listen to. Some of the people who ask and answer the toughest questions are some of the best debaters I’ve seen. I hope to give them the opportunity to do that, but within a narrower framework to make sure it falls within the confines of good taste, so the lady who brought her relatives to the Hill will feel that she could do so again with pride.
But we now need to make sure that we get back to the rules of the House—and the rules are very specific as to who we recognize. We’re going to have to set up a procedure to make sure that when we do make exceptions, it will enhance the reputation of the house.The final decision rests with the Speaker. We need to take a look at what type of vetting process we would have. I want to make sure that we undertake that vetting process in a way that respects the independence of Parliament.
