During the later years of the dictatorship, the military became restive with many officers joining the Reform the Armed Forces Movement organized by PMA graduates while enlisted men had a fraternal organization called “El Diablo” or the Guardians Brotherhood.Fidel Ramos learned his lesson. He ordered the Guardians Brotherhood disbanded and the tattoos on their hands erased when he became chief of staff.

Arroyo survived coup attempts and several impeachment processes by making the Church, business, politicians and military leaders happy. She had 11 chiefs of staff during her nine years in office. Marcos Jr. said he only corrected the mistake by reinstating Centino and retiring Bacarro but there are, probably, more political reasons for the changes.

She fiercely denied the allegations, claiming the national security position was too political for an academic like her.
