Mobile leaders for years have mulled the proposal to restart passenger rail service for the first time since Hurricane Katrina disputed the previous service in 2005. Reynolds said he is considering offering an amendment to tie the funding limits in some way to the lease. Under terms of the lease – finalized after months of protracted negotiations – Amtrak would pay Mobile $1 a year for 75 years. There are out clauses that would terminate the agreement if, for instance, Amtrak were to cancel the service.
