A federal labor panel sided with NJ Transit's offers in a contract dispute with the last of 15 rail unions left to settle a contract.

The report by the three-member Presidential Emergency Board 251 formed by President Joe Biden in July supported NJ Transit’s contention that the Brotherhood of Locomotive Engineers and Trainmen should accept a contract with the same salary increases other rail unions agreed to, known as pattern bargaining.
