Nigerians need to understand that it is the right thing to do. Take for instance, in 2006 there was a ban on motorcycles, which was
not total. Some areas were left for the motorcycles and tricycles to operate, such as the satellite towns and some Area Councils. The only Area Council where the prohibition was up to 70 per cent was Abuja Municipal Area Council, but these motorcyclists or ‘okada riders’ prefer to be in the city centre. If they understand their responsibilities or are patriotic enough, they would understand that Abuja needs to be a symbol of unity and pride for all Nigerians.
The seizure and crushing of motorbikes is not peculiar to the FCT. In every part of Nigeria, people find it difficult to obey the law. When you talk about social welfare, a lot is being done in the FCT. The Social Development Secretariat’s function is to take care of the welfare of residents of the FCT. If anyone goes there with any kind of problem, they would be attended to. People have been trained in one trade or the other.
In 2006, Okada was banned. There was a time the bikes were impounded and kept for some time and were released to the owners after a while. But when the bikes were given to them, we saw the bikers in the same place they were asked not to operate. The Directorate had to go back to the drawing board and started imposing fines on them. They paid from their breast-pocket but you still see them in the same place. We had to keep reviewing our processes so we can make progress.
