SaharaReporters has exclusively gathered how a land grabber and Managing Director of Zoe New Dawn Nigeria Limited, Stephen Achama allegedly connived with top officials of the Development Control, Abuja Geographical Information System (AGIS) and police officers to defraud unsuspecting Nigerians to the tune of N5 billion in Abuja, the nation’s capital. He was said to specialise in land racketeering by bribing officials of relevant government authorities to acquire unallocated lands and fraudulently sell the land to multiple buyers.

SaharaReporters learnt that Achama unleashes terror on innocent people at the slightest provocation arising from business transactions using thugs and policemen illegally attached to him by top police officers who have been shielding him from prosecution. A source who spoke SaharaReporters said,"The right thing to do before putting any structure on any land is to have a district officer. So far that buildings have got up to this level, you must know that they have connived.
It was learnt that he also detained some policemen from Wuye Division in his office early this year. The policemen had gone to his office to invite him for questioning after a gun was allegedly found in his house. Again the police in a letter dated January 4, 2023 with Reference number CR: 3000/X/FHQ/ABJ/ADM/T6/VOL: 267/223 invited Achama for offences bordering on criminal breach of trust, cheating, a threat to life and conduct likely to cause a breach of peace.
Sadiq while appearing on a programme on national television where many aggrieved victims narrated their ordeals and how they were duped after making payments for the estate houses, openly justified the release of Achama. SaharaReporters learnt that he illegally converted Plot 303 Cadastral Zone BO3 Wuye District after he had fraudulently obtained its Certificate of Occupancy by forging the name of the owner and changing the purpose of use of the land as against the master plan.
"Indeed, it has become evident that you have defied all the earlier contravention notices served to you and remained despite the enforcement exercise on the plot, at this time the Department expects full compliance with regard to immediate suspension of all works on the site." "After making the payment, they also asked me to pay N500,000 for the foundation before I could move to the site and commence work. But since then, Mr. Achama has not been picking up my calls and I have not been allocated any land.”
