This is, after all, emergency funding to ease a crisis that has spilled out on to the streets of Toronto,Often funding disputes between the three levels of government revolve around issues such as infrastructure projects and transit expansion that, while all important, are in the future.
That was the result of a decision by Toronto to refer asylum seekers needing emergency shelter to the federal government It was a bargaining ploy on the part of Toronto, meant to force the hand of senior governments to pony up additional funding. Ottawa, the city charged, had not provided Toronto with the funding needed handled the demand for shelter space from asylum seekers. No longer was Toronto prepared to foot the bill.
Toronto will get $97 million in additional funding, part of a one-time injection of $212 million into the interim housing assistance program on a cost-sharing basis to provinces and municipalities for the costs of interim housing for asylum claimants.
