Small town lottery operators who fail to timely and fully remit government shares to the Philippine Charity Sweepstakes Office (PCSO) could be slapped with estafa charges, President Duterte warned last Tuesday.
Government officials who may be in cahoots with delinquent STL operators might also be charged with malversation of public funds, according to the President.
“Yung hindi nakabayad may kaso. Utang ‘yan. And if that is a — if that is part of what you ought to be remitting to PCSO, the crime I think there is estafa. Kasi pera na ng gobyerno mo ‘yan, bakit hindi mo ibinigay? [Those who can’t pay will face a case. That’s debt. If that is part of what you ought to be remitting to PCSO, the crime I think there is estafa. Those are government funds, why didn’t you remit?],” Duterte said during a Palace press briefing.
He cautioned STL operators not to dupe the government, saying he could not care less if they were “warlords.” Last July, the President shut down PCSO gaming activities after uncovering the alleged massive corruption in the agency. An investigation was immediately launched into the alleged grand conspiracy involving major players that supposedly rob the government of revenues.
