There has to be some form of organisation so that the Federal Government can get some money and for sanity to be put in the profession. Now, one can buy trailer loads of cows and not even a receipt is issued. Money just exchanges hands. If a receipt is issued, it will enable them to trace if the cows are stolen or if the money used to buy the cows is stolen.
