The statement recalled that Atala Oil Field was discovered in 1982 and that Bayelsa State owned oil company, BCOL, was first awarded exploration licence in 2003, with exclusive exploration rights. According to the statement, the state oil company failed to harness the potentials of the oil field up until 2010 when the Federal Government granted an extension of its license for five years for its Farm-Out Agreement for the purpose of bringing it to production.
The statement reads in part, “At the expiration of this extension in 2015, again another gracious offer was made by the Minister of Petroleum Resources to the BOCL to renew its license within 18 months effective from 1st May 2016, which again expired on December 2017.
