In addition to the IDA loan, the Federal Executive Council (FEC) also approved an allocation of N4.5 billion for the procurement of HIV treatment packs to support Nigerians living with HIV/AIDS.Former Vice President Atiku Abubakar expressed concern over the lack of transparency regarding the utilization of the $1 billion loan. He stated that claims of animals such as snakes, termites, gorillas, and monkeys swallowing public funds should never be the fate of funds allocated for the critical health sector. Abubakar emphasized the importance of the government providing extensive details on how the loan would be spent, citing the moral imperative to ensure accountability in the allocation and expenditure of public funds. He argued that Nigerians, burdened by the prospect of repaying the loan, deserved a clear understanding of its intended use and the mechanisms in place to track its disbursement. Abubakar's concerns stem from a perceived history of inadequate transparency in the administration of humanitarian services by the current government. He cautioned against accepting vague explanations regarding the budgetary provision for healthcare, stressing the need for a comprehensive policy framework outlining the loan's expenditure and ensuring its effective utilization for the benefit of Nigerians
