In the report, the IG didn’t confirm that the messages about Jan. 6 were sent on the platform, with the watchdog largely restating user complaints without commenting on them. But it did note that language on the platform “may well be perceived as derogatory and offensive.”The watchdog investigation pointed to derogatory messages found on the apps from a variety of intelligence agency employees and contractors, including those from the CIA and National Reconnaissance Office.
The inspector general was told that a contractor allegedly “baited” some of the posters, according to the report, including an instance where they baited an “IC individual into admitting the IC individual believed African Americans were criminals,” as the report states.
To be clear, their “motivation to identify and report bigotry and hate speech on IC systems is appropriate and desirable,” the report states. “Improper use of IC communications can and should be reported through properly recognized channels within the IC,” it reads. They “however materially exceeded … authority in this regard by unilaterally persisting in this agenda after being given multiple lawful directives to cease and desist.
