The state’s chief health officer will no longer have the final say on how Victoria handles a pandemic, an independent committee will scrutinise key government decisions and public health advice will be consistently made public under a bill to be tabled in Parliament on Tuesday.
“I’m pleased that the Greens have been able to make sure these new laws have more transparency and are fairer for all Victorians, especially those facing disadvantage,” she said.Credit:The existing Public Health and Wellbeing Act, the bill under which a state of emergency is declared, was designed to give the chief health officer broad, short-term powers in public health emergencies.
The summary contains an admission that “because of the short timeframe and the complexity involved in developing this bill, consultation has not been as extensive as it would normally be”. Thirty external stakeholders were consulted in June and July. “A review mechanism [is also important]. The only organisation that has really considered the actions of these orders has really been the Ombudsman, so I’m hoping we can, in some ways, ensure that that kind of oversight or review is conducted by experts – not by freedom-fighting protesters.”
“This outrageous power grab by Daniel Andrews should send shivers down the spine of all freedom-loving Victorians,” Mr Smith said.
